No, and you should be suspicious of anyone who says it is. Microsoft's multiplexing rules mean that a person whose actions reach Business Central through an application still needs a licence. What changes is which licence — because the work they do fits Team Member use rights. That distinction is what makes the saving survive an audit.
Yes, and here the rule is genuinely in your favour. Microsoft treats your own customers and third-party users as external users, and external users do not need a Business Central licence at all. A customer portal, a supplier stock lookup, an order-status page — that is licensed access you do not pay for. The exception is contractors, vendors or agents running your business processes on your behalf: they count as your users and they need licensing like anyone else.
The ones who genuinely use it keep it. Right-sizing is not about taking Business Central away from your finance team or your buyers — they need full access and they should have it. It is about the majority who open it to do one thing and then close it again.
It depends entirely on how many roles you need and how clean your data is. A single-role screen is a matter of weeks. A full set across warehouse, sales, approvals and management is a longer engagement. We will tell you the shape of it after the audit, and we will not start until the price is fixed.
It is yours. You get the source, and it runs on your own hosting. We would like to keep supporting it, but you are not locked in if you would rather not.
